[新頭殼newtalk] 中央氣象局表示，原位於帛琉西南方海面的熱帶性低氣壓，於今(31)日08時發展為輕度颱風，編號第3號(國際命名:CHOI-WAN，中文譯名: 彩雲)，預測朝北北西方向移動，未來這段時間很靠近菲律賓呂宋島，並將沿著菲律賓東方近海迴轉北上，短時間內對台灣無直接影響。

根據氣象局資料，「彩雲」今日8時的中心位置在北緯7.5度，東經130.5度，以每小時16公里速度，向西北進行。目前中心氣壓998百帕，近中心最大風速每秒18公尺，瞬間最大陣風每秒25公尺，七級風暴風半徑100公里。

氣象達人彭啟明則指出，彩雲颱風目前位於台灣南端的東南方約1900公里的海面上，生成後將持續沿著菲律賓東方海面北上，對台灣威脅較低，但如何和鋒面互動是關注焦點。
